The Award is yearly conferred to workers of culture and art, representatives of official and business circles, public workers residing or working in countries of the Baltic region.  

Among the laureates of the BALTIC STAR Award are Donatas Banionis, Mikhail Piotrovskii, Andrzej Waida, John Neumeier, Aleksandr Sokurov, Aki Kaurismäki, Krzysztof Penderecki, Raimond Pauls, Krzysztof Zanussi, Daniel Olbrychski, Valery Fokin, Yuri Temirkanov, Juozas Budraitis, Barbara Brylska, Valery Gergiev, Rimas Tuminas, Oleg Basilashvili, Janusz Leon Wiśniewski, Andrei Konchalovsky, Ivars Kalniņš, Luk Perceval, Regimantas Adomaitis, Oleg Vinogradov and other prominent culture workers.
